Plans for a new primary school in Brecon are set to move forward if Powys County Council’s Cabinet approves a proposal to submit the plans to the Welsh Government.
The council is seeking approval for the construction of a new 360-place primary school for Ysgol Golwg Pen y Fan, to be built on the site of the former Brecon High School. The proposal includes dedicated facilities for early years, wraparound care, and community use.
The council has prepared a Strategic Outline Case (SOC) for the project, which will be considered by Cabinet on Tuesday, February 18.
Ysgol Golwg Pen y Fan, which opened in September 2024 following the merger of Mount Street Infants School, Mount Street Junior School, and Cradoc C.P. School, currently operates across three sites.
The new school building would centralise the school’s operations onto a single site.
The overall cost of the project is estimated at £19.3 million. Of this, 65 per cent is expected to come from the Welsh Government’s Sustainable Communities for Learning Programme, with the remaining 35 per cent funded by the council.
The SOC represents the first step in a series of three business cases needed to secure funding for the new school.
If the case is approved, it will be submitted to the Welsh Government for its approval.

Cllr Pete Roberts, Cabinet Member for a Learning Powys, said: “The new building for Ysgol Golwg Pen y Fan will be an important step on the school’s journey, enabling it to operate from one site, in 21st Century facilities that the children and staff deserve, enabling the curriculum to be delivered in a continuous and coherent way.
“If the Strategic Outline Case is approved by both Cabinet and Welsh Government, this would represent another huge investment in our school infrastructure.”
The report will be considered by the council’s Learning and Skills Scrutiny Committee on Wednesday, February 12.
